PROJECT COMPONENTS

Component 1: Regional Access and Connectivity 
This component aims at improving overall accessibility to the Albertine region, reduction of travel times and improve access to markets and services.  The component is financing the upgrading of an approximately 100 Km stretch of road from Kyenjojo to Kabwoya which forms part of the 238 Km Kyenjojo - Hoima - Masindi - Kigumba road connecting the districts of Kyenjojo, Kibaale, Hoima, Masindi, and Kiryandongo in western Uganda.  It is being implemented by the Uganda National Road Authority (UNRA).

Component 2: Local Access, Planning and Development
This component supports physical planning and infrastructure development in three Local Governments of; Hoima District, Buliisa District and Buliisa Town Council.  The physical planning sub-component is financing preparation of Physical Development Plans of Nine (9) Urban Centres namely; Wanseko, and Biiso in Buliisa District as well as Kigorobya, Kiziranfumbi, Kyangwali, Kabwoya, Butema, Kyarushesha and Buhuka in Hoima District. In addition, the sub-component will support capacity building of the respective councils to implement the plans.

Component 3: Skills Access and Upgrading (Implemented by the Ministry of Education & Sports)
Particularly relevant to the Education and Sports Sector is component 3 (i.e. Skills Access and Upgrading). This component is designed to;(i) upgrade BTVET quality in Oil and Gas Sector (ii) make it more in line with private sector demand and, (iii) provide greater access to BTVET to people living in the Albertine region. The component is further sub-divided into two sub-components which include:-

Improving institutions in the Albertine Region and establishing mechanism for the coordination of skill development.
Under this sub-component, an Oil and Gas (O&G) committee has been established. This Committee is expected to lead the Reform Task Force which was established earlier under the Skilling Uganda Strategy. The main objectives of the O&G committee are to:-
  1. Provide a podium for engaging the public and private sector to come together in supporting the development of skills training in the region;
  2. Determine through studies the skills requirements for the region in the short, medium and long-term;
  3. Define the national  occupational standards;
  4. Describe the skills and knowledge required to perform competently in an occupation/trade;
  5. Identify the number of people required within the identified trade/occupations; and,
  6. Define which of these trade/occupation should be delivered within the targeted institutes.

This component will also finance civil works, equipment and associated facilities for upgrading in the selected institutes. The upgrades will be in line with the aspiration of the Skilling Uganda Strategy (i.e. Centre of Excellence). Among the institutes for the upgrade include Uganda Petroleum Institute Kigumba (UPIK) and Uganda Technical College (UTC) Kichwamba. 

These institutes are expected to provide benefit to the region in terms of skills most required to take advantage of the employment opportunities emerging in the region. To meet these expectations, both UPIK and UTC will focus on providing specialised courses as follows:
(a) Uganda Petroleum Institute Kigumba: It will focus on training specialised technicians for the petroleum industry (i.e. petroleum operations, mechanical maintenance, electrical maintenance and instrumentation) for the emerging industry.

(b) UTC Kichwamba: This will focus on training of artisans and craftsmen in construction i.e. carpentry, and joinery, bricklaying, plumbing, electrical installation, scaffolding, welding and fabrication) which will support the development phase of the oil and gas sector and thereafter.

Construction of a New Institute in Nwoya: During the project implementation phase, an assessment to inform the establishment of a new institute in Nwoya will be carried out. The assessment results will then determine the physical infrastructure, equipment specifications, target population, curriculum, as well as staffing and financial requirements. 

Improving access to relevant skills training programs through the provision of Bursaries to people from the region.
While the above-targeted institutes will require up to about 2 to 3 years of operations to produce results, in terms of quality and demand responsive skills for the labour market, a bursary scheme would address the short-term skills requirements of the region during the oil production development phase. Through Uganda counterpart funding, the project will support up to approximately 600 learners from the region to undergo six months to 2 1/2 year skill training in the leading institutes of construction, agro- processing, tourism and nursing in the country.

To support the administration and management of the bursaries, a Bursary Scheme Task Force is being established. The Task Force will draw representation from MoESTS, OPM, RTF Oil and Gas Committee MAAIF, Ministry of public works, the ministry of trade, industry and commerce, and the Ministry of Tourism and Antiquities).

PROJECT BENEFICIARIES 
The ARSDP project is expected to benefit;
  • Approximately 1.69 million people and indirectly the entire population of the Albertine region estimated at about 2.85 million;
  • About 1.5 million people living in Hoima, Kibaale, and Kyenjojo districts;
  • Approximately 650,000 people living in Hoima and Buliisa;
  • Approximately 450,000  who will benefit from upgrading of district  road and other infrastructure;
  • Approximately 500 students from the Kichwamba and UPIK and;
  • Approximately 600 students to be taken for training under the bursary scheme.

PROJECT MANAGEMENT AND IMPLEMENTATION 
The Ministry of Finance, Planning and Economic Development is responsible for the overall oversight of the project. A project Steering Committee (PSC) has been established with representatives from all the key ministries and it is responsible for providing policy direction during the implementation of the project. 

This is a multi-sectoral project, and as such; the implementation of the project components rests with the three different institutions in line with their institutional mandates. Under the Education sector, the implementation is mainstreamed in the Ministry of Education and Sports using the existing institutions established. Specific aspects of the component are being implemented directly by the RTF Oil and Gas Committee, the Department of The Business, Technical and Vocation Education and Training and the Institutions (i.e. UPIK, UTC Kichwamba and Nwoya).

A Projects Coordination Unit for all World Bank/IDA Projects under the Education portfolio has been established at the Rwenzori Courts 1st floor. The coordination unit is run by the team of Professionals and Specialists named below:
