Circular to LG Officers DEC 2016

The Government of Uganda (GOU) signed the US$100 million grant agreement with the Global Partnership for Education (GPE) on August 27, 2014 and is expected to close on 30th June, 2018. The grant is to be used for the implementation of the Uganda Teacher and School Effectiveness Project (UTSEP) housed in the Ministry of Education and Sports as support towards implementation of the Education Sector Strategic Plan (ESSP). The project is centred on improving primary education service delivery at the school and classroom level to realize meaningful gains in learning achievements in primary grades. This is premised on low learning outcomes, largely explained by low teacher competences, low teacher presence and effort, compounded by gaps in teacher supervision due to the weak public service management system.

The project started with the training head teachers, which was accomplished in August, 2015. This was followed by training of P.1 teachers in January, 2016 and refresher training for the same teachers in May/June, 2016. Training of P.2 teachers is scheduled to take place in January 2017 while that for P.3 teachers will be done in January, 2018.
