TERMS OF REFERENCE FOR A CONSULTANT TO CONDUCT PROCUREMENT AUDIT OF THE UGANDA TEACHER AND SCHOOL EFFECTIVENESS PROJECT (UTSEP)

The Government of Uganda has received a grant of US$ 100 million from the Global Partnership of Education (GPE) for the Uganda Teacher and School Effectiveness Project (UTSEP) as support towards implementation of the Education Sector Strategic Plan (ESSP), with the World Bank acting as the supervising entity for the grant. The project became effective on 24th March 2015 and is expected to close by 30th June 2018.

As part of the project, the Government is expected to invest: (i) US$ 14.8 million for provision of instructional materials under component 1, US$ 43.8 million for construction of school facilities under component 2 and US$ 14.9 million for technical assistance. All procurements under the project were to be conducted in accordance to the World Bank guidelines but also comply with the national approval system. To date, a number of procurements have been undertaken as presented in Annex 1.

The Government through the Ministry of Education and Sports now wishes to hire a consultant to conduct procurement audit of the Uganda Teacher and School Effectiveness Project (UTSEP).
